Number of Foreign Adoptions Low; Domestic Adoption Still Strong

In recent breaking news, it has been reported that foreign adoptions have hit a 13-year low. Three countries that have provided the most adopted children (China, Russia, and Guatamala) have seen declines. China has decreased the amount of healthy babies for adoptions, and Guatamala has been drafting adoption reforms. Other countries use corrupt adoption practices.
